Rhyperior:Rhyperior is a Rock and Ground-type Pokemon and it also has a lot of weakness but Ho-Oh has none of them, so you can use Rhyperior against Ho-Oh. Rhyperior has an attack of 241 and has a defence of 190 and has max CP of 3,33. Also, keep in mind that Rhyperior can use smackdown for the quick move and then use the rock wrecker for the charge move.
Terrakion:Terrakion is a fighting and Rock-type Pokemon and it can give most of the damage using the Rock-type attacks to Ho-Oh.
